Analysis On The Policy-making Process Wherein The Socialist Deliberative Democracy Is Institutionally Embedded

In the grand layouts of democratic political development of contemporary China,the consultation system undertake the institution resources of the CPPCC, and conform to the trend of accelerating the development of deliberative democracy in the new era, which has played a unique and distinct role in the political system. Since the 18 th National Congress of the Communist Party of China for the first time explicitly put forward "the system of socialist deliberative democracy",consultation system has begun to extend to the wider and the deeper extent in theory and practice.Promoting "extensive, multilevel, and institutionalized development" of socialist deliberative democracy is to care for the increasingly complex situation of economic and social development, and to response many problems in the development process, and closely to link to policy relating to people’s livelihood. It tries to make it possible to embed consultation into policy-making. Ultimate goal is not to consult, but to develop the public policy which is consistent with the public interest.Consultation system involved in the policy-making process is essential for promoting scientific and democratic policy-making. Either policy-making at the national level or a range of public policies in some areas are directly or indirectly related to the public interest. Whether policy-making is scientific and democratic or not in essence will greatly affect the protection of public interests. There are many factors which affect the policy-making process,and the system of socialist deliberative democracy, as the emerging political system, have the possibility of full involvement in policy-making process. This paper is to attempt to discuss motivation, development and systems of deliberative system effectively involved in the policy-making process, trying to broaden the research perspective and scope of socialist deliberative democracy. For structure distribution of the chapters, it also followed above logic context. After introducing the basic theory of the socialist deliberative democracy and decision-making process, the chapter begins with the analysis of the specific content of the thesis. The third chapter discusses causes and conditions of deliberative system embedded in the policy-making process. The fourth chapter analyzes practice status of deliberative system embedded the policy-making process, including success experience, dilemma and the causes. The fifth chapter discusses institutional arrangements.Following the logical thinking mentioned above, it lays the foundation for the whole analysis.With the deepening of the reform process, the interpretation and innovation of deliberative democracy theory also needs to be promoted. Since the 18 th National Congress of the CPC, with increasingly complex situation at home and abroad, we should inject new thinking for the research of deliberative democracy.
