The process of public policy is viewed as policy choosing and social collective acts. It is viewed as the system of choice and action to achieve the public interest with most effective means, to fully protect the democratic rights of citizens, and to respect for citizens as human beings with the dignity. And it makes the value orientation of public policy and one's interests unify.
