Urbanization is the inevitable trend in the future urban development in China. At different stages of urban development,intergovernmental relations are changing. Since Tianjin became a municipality, according to S curve Northam urbanization process the inter-relationship between the various districts of Tianjin could divided into two stages. The first stage, the high speed development period of urbanization, which area county relations during this period is mainly based on Competition, both part of the cooperation. The second stage, post urbanization development period. During this period, the relationship between districts will strengthen cooperation in the competition, to build partnership relationship between the government. At present, the relationship between each district of Tianjin still in the first stage, there are cooperation between the districts, but the competition is intense.. this context, how to coordinate to deal with Tianjin coopetition relationships between each area county, promote win-win cooperation between regions, will be a very important issue.Thesis of the context is set in urbanization background, the theoretical basis of partnership between government, through the analysis of Tianjin city development present situation and the present stage competition relations, pointed out that the main problems existing in the districts competing relationship in Tianjin. District between the interests of coordination is difficult, there is a vicious competition; lack of trust between the districts, resulting in lack of basis for cooperation; between the districts and counties lack cooperation mechanism and substantive cooperation lack the platform; Inadequate legal protection cooperation between counties and cooperation agreement without security; big difference between county development foundation, cooperation is difficult to guarantee fair. The reason of these problems include: government is failure to form a cooperative governance philosophy, administrative organizational structure, administrative-oriented economic thinking, departments and regions to strengthen the division missing "local management" and the Inter- governmental cooperation governance. Therefore, thesis presents the path of reform need to build three recommendations from the concept of governance, and governmental mechanisms of government function. We hope to enhance the administrative management philosophy to create a good governance soft environment; change from the old administrative system defects, through the reform to promote the administrative management system reasonable positioning of the internal functions;building the necessary administrative mechanisms hinder open communication between government, free flow of human, financial, and coordinate the interests of the various districts and counties, and the establishment of a legally binding guarantee of cooperation sharing mechanism, so as to promote the formation of partnerships between the county government of Tianjin.
