In the coordinated development of JJJ rise for the national strategy those years, governments at all levels accelerate to shorten the gap, forming new economic growth pole is an important research subject can’t wait to learn. So research on how government behavior impacts the development of JJJ, not only enrich the theory of government behavior and regional co-development theory, but also have theoretical and practical significance on JJJ collaborate development strategic objectives, at the same time provide some reference values to improve the working efficiency, create a learning oriented, service oriented government.This study in a thorough and comprehensive investigation at home and abroad based on the theory of government behavior and the regional development gap, the use of theory with practice, combining normative analysis and empirical analysis, qualitative analysis with quantitative analysis method, according to the theory of regional innovation system, the endogenous economic growth theory, the theory of market and government failure, in JJJ economic development, industrial development gap, the demand structure, the three big industry employment level and urbanization level gap as the breakthrough point, using historical space panel data of the JJJ region, first of all, from the perspective of income level, industry development and location entropy to measure the development gap between these three places, on the basis of using econometric software Eviews6.0 verify the size of the market development degree, the government ability and competition ability of JJJ economic construction development gap effect significantly, and find the JJJ development gap problem. At the same time from the economic development, human resources, technology innovation system of investment and analyzes the cause of development gap problem, eventually to improve the government efficiency, standardize the government behavior in order to narrow the gap in development among JJJ effective corresponding countermeasures and Suggestions are put forward.
