Research On The Government Responsibility In The Supply Of Social Security Service

Outline of the 13th Five-Year Plan has pointed out to "guarantee people’s basic livelihood, and constantly raise people’s living standards", "establish and improve a more equitable and sustainable social security system". With the continuous development and improvement of the socialist market economy and construction of service-oriented government, social security has increasingly become the policy means for government to conduct social management and public service, to which experts, scholars and government officials have paid attention. Social security is an important means to ensure people’s livelihood, a significant guarantee for social stability and a vital foundation for the development of harmonious socialist society. Social security, as a kind of public goods, holds a central position in the national economy. Government the supplier, therefore, is duty-bound to ensure social security can supply sufficiently in socialist market economy. No matter what forms of a country or what forms of social security system, government will bear main responsibility in social security supply, which embodies not only the mission of modern government, but also the inherent requirement of social security as a kind of public goods. Public service supply in particular, taking social security service as main content, is not only the intrinsic demand to construct social security system, but also the objective requirement to build service-oriented government, and even more of the responsibility of modern government to take. Whether the government can provide perfect social security service is related to whether its participants can get deserved guarantee, and it is also a significant indicator to inspect whether the government fulfills its obligation. Since holding public resources and power, government therefore has the responsibility, obligation and capacity to provide high-efficiency and high-quality social security service.Based on the explanation of the social security and relevant theories, this thesis analyzes on the necessity, realistic basis and specific responsibilities of governments as the main providers of social security. By elaborating service system, agency and modes, this thesis analyses on the current situation and existing problems of social security service supply. Meanwhile, it also discusses the deficiency and reasons of government responsibility in the social security supply. At last, it puts forward the approach selection of social security supply of government and the rationalized proposals on how to improve it.
