The theory of administrative culture is one of the important issues of the research of administration, and the construction of administrative culture is a critical part of the administrative reform and administrative development. The administrative culture change is the objective process and consequence of the development of administrative culture. Studying the theoretical and practical problem of administrative culture change is of great positive meaning for the construction of administrative cultural theory system and the current administrative reform. Based on the theory of culture change in cultural anthropology, the theory of the relationship between administrative environment and administrative development in the ecology of public administration,and the theory of the relationship between the economic base and superstructure of Marxism, we put forward the theoretical perspectives about the connotation(meaning,content, characteristic and function),impetus, orientation and law of the administrative culture change, tease and summarize the locus and experience of the western administrative culture change, review and analyze the course, problem of Chinese administrative culture change,and look forward to the development of Chinese administrative culture.The administrative culture change means with the elapse of time, the change in the structure, function and pattern of the administrative culture resulting from the internal and external power of administrative system, which is the objective process of administrative culture’s evolution from lower state to higher state. The content of administrative culture change can be classified as formal content, including the innovation, transmission, socialization of administrative culture, and practical content,including the change of administrative consciousness, administrative idea and administrative ideology. The administrative culture change has the characteristics of innovativeness, continuity, otherness, progress and setbacks, integration and conformability, and its basic function is making the culture develop with time in order to motivate, instruct and regularize the administrative development. The impetus of change mainly comes from the change of administrative culture’ structure and content, the change and reform of administrative system, the change of social cultural environment and the consistent economic development.In the future, it will change tobe the administrative culture which is service-oriented, open type, responsible, limited and value diversification, following the law of corresponding with Productive forces,the law of function and structure, the law of deciding by purpose and nature and the law of accelerating change.Teasing the trace of generation,development,setbacks and advancement of the major western countries and areas’ administrative culture,including the Continental Europe(France and Germany),Britain,America and Japan, combined with the political and administrative history of these countries,to show the complete picture of the route of western administrative culture change. The change of western administrative culture has the tradition of democratic and rule of law, it always change on the basis of administrative development and has considerable difference between countries,and the change also verifies the law of change put forward by us. Our practical target is promoting the development of Chinese administrative culture,so we end the paper with the problem of Chinese administrative culture change,whose course can be dividend into three phases:the traditional phase before the establishment of PRC,the transitional phase between the establishment of PRC and the starting of the reform and opening-up,and the modern phase since the reform and opening-up.There are problems like the mode of change is single,the cultural innovation ability is deficient,the process is highly closed and lagging behind the institutional change.In the future,the orientation of development of Chinese administrative culture will be more clear,the subjects will be more multiple,the way will be more optimized,and the connection with administration development will be more tight.
