Research On Innovation Of Community Management By Theory Of Governance Based On Taijiang District Of Fuzhou City

With the rapid development of economy society, along with the establishment of the market economy and rapid urbanization, China is in the economic and social transition, the old city and community structures are changing day by day. On the one hand, With the rapid development of China’s economy society and expanding city sizes, the government can not do everything gradually, burden on already overburdened administrative affairs, we are trying from "all" the government to undertake the necessary social and public affairs only "limited" transition government, on the other hand, with the Multiple interest groups gradually reflect the autonomy and enhanced awareness of the concept of democracy and popular participation has gradually increased, the community as the basic unit of the city, has become a channel for people to practice basic demands of expression. Thus, the accumulated contradictions and community self-management community groups are also increasingly subject to the government’s attention. Currently, the city’s community management is still in its infancy, has not yet established a timely response to public demand, channel balance the interests of all parties, grassroots autonomy and management is also affected.In this paper, the integrated use of literature analysis, inductive analysis and case interviews and other methods, to learn from the current domestic several typical community management experience and Taiwan models to Taijiang example, analysis of the area since 2012 Community Management System in Community management status and problems, combined with theoretical knowledge of public administration, from the perspective of governance theory, the existing problems Taijiang community management, put forward the corresponding countermeasures and suggestions as following:first, through the transfer of functions straight Taijiang District department, full autonomy of community committees function, broaden the channels for residents to participate in community management; second, encourage market participation and guide them to provide the different kind of public service type; third, innovating the employing mechanism and strengthening the team construction of the community work; forth, accelerate the transformation of government functions, improve grid management.
