On The Innovation Of Community Management

The community is the basic unit of urban construction and management, and serves as a connecting link between social management and urban development. With the establishment and improvement of Chinese market economic system, the system of "unit-system" was gradually broken, the function of social security, social management, social services from the government and the units continue to be stripped. The community is becoming an interface to undertake the social affairs management, which raises a higher requirement of community management system and management mechanism innovation. At the same time, along with the accelerated process of urbanization in China, the changes of urban population structure and the largely increase of floating population, showing a series of social problems in which the city management difficulties expanded, increased polarization between the rich and the poor, social conflicts, and so on. The community as the basic unit of various social contradictions concentrated display and exposure, innovating the community management approach, methods and means is imminent. In addition, the community residents whose consciousness and autonomy consciousness of participating in the social affairs enhanced put forward to some further requirements of the community management’s innovation. In this paper, with the public management theory, limited government theory and new public service theory as the research foundation, based on the laws, regulations and policy documents of community management, selecting the Yongning Street Community of Naxi District of Luzhou City which economy is relatively backward as the research object. From researching the community, community management and community management innovation, learning from the advanced practical experience of community management at home and abroad, analyzing the necessity in community management innovation under market-economy conditions and the present problems which contains self-government imperfect, facilities incomplete, funds inadequate, staff mismatching, etc, focusing on four aspects of innovation conception which consist of the community management system autonomy, community economic management market, and community management standardization and community management services, reasonably designing the community autonomy mechanism, community funds raise mechanism, the community operation mechanism as well as community service mechanism, in order to provide recommendations and references of the corresponding solutions and feasibility to the Yongning Street Community of Naxi District of Luzhou City, which can improve and perfect the community self-governance, raise the community of democratic participation in community management and accelerate the development of urban modernization process. And achieve the purpose of the theory instruction practice, practice enrich and perfect the theory. And achieve a theory to guide practice, and practice to enrich and improve the purpose of the theory.
