Research On The Ability Of Crisis Management In Grass-roots Community Under The Background Of Great Mobility Society

This research is a response to the trends of governance capability and governance level.On the one hand,the advent of great mobile society has made a fundamental change in the dynamic logic of contemporary social development.Meanwhile frequent sudden crisis make it equally important for the government to improve its capability to respond to crisis and to push forward development as well.On the other hand,the capability of government under the influence of rapid modernization,especially the capability of grass-roots community to manage sudden crisis,has become the main manifestation of social governance level.Therefore,the research on governance capability has emerged in the reflection on the prevention of risks in a great mobile society,and the advent of risk society highlights the urgency of reconstructing grassroots community governance capacity.Any government now cannot deal with the survival context of “in crisis” would get its legitimacy foundation eroded.In the process of modernization and transformation,our country has entered a high-risk society,making public governance and public policies become the key elements to understand and manage the public crisis.This paper takes the great mobile society as the background,the grassroots community as the research subject and the grassroots community sudden crisis management as the research object,to reflect on the emergent crisis management problems represented by the grassroots communities during the transformation of the current great mobile society.Improving the governance capability of grassroots communities,the basic unit of social governance,is the key and motivation to realize the modernization of governance system and governance capability in our country.Furthermore,it is necessary to define the prevention and response of sudden crisis in grassroots communities from the more specific perspective of “governance capability and modernization of governance” as the “basic and important pillar of national governance in grassroots communities”.This paper studies the following problems from the perspective of weak resources support of grass-roots communities to give scientific explanation:(a)Whether the development of crisis management can reverse increasing social losses;(b)Whether the crisis management system to pool all our resources to solve major issues can deal with the comprehensive and systematic social risks in the future,and whether it can cope with synchronic outbreaks of rapidly spreading crises,polycentric crises,various derivative and secondary crises;(c)Current crisis management institutions are facing situations as fragmentation,overlapping functions,multiple agencies,difficulties in coordination and inefficient response,making it difficult to meet the expectations of the increasingly impatient public,any small mistakes may cause an uproar;(d)Whether the all-round crisis management model can satisfy the public's needs about “all looking to government”;(e)whether the capacity of crisis management can meet the high target setting,for example,using one-vote veto or other strict and rigid indicators,however in reality,there are objective problems including unclear functions,insufficient funds,and lack of legal basis;(f)Whether common crisis management strategies and methods can be updated timely as civic awareness and social environment changes;(g)Whether the control measures can meet the needs of reality as increasing the hidden dangers of crisis and how do government promote the crisis management work seamlessly and thoroughly;(h)How to improve operational performance with huge investment in professional technology and high expectation of the government and the public;(i)Whether the capability of crisis management professional human resources meets the standards and the actual needs,and how to lead public opinion to maintain capability with inexperienced public relations management.In view of the above realistic dilemma,this paper chooses the methods of systematic analysis,historical analysis,case analysis,qualitative and quantitative analysis,studies the sudden crisis management in grassroots communities(including economic and social foundations,current capabilities and cause analysis,basic requirements and government responsibilities,actors in the main structure,management models,practices and experience at home and abroad,improvement of management system,capacity building and policy reconstruction under the background of great mobile society)to explain the prerequisites,real dilemmas and key perspectives of sudden crisis management in grassroots communities and to understand the modernization of the grassroots community governance system as the goal of reform and system development from the internal logic of modernization of governance capabilities.At the same time,facing the suddenness and uncertainty of sudden crisis and the unique "scenario dependence" characteristics of sudden response work,this paper conducts process evaluation and research on sudden response to emergencies based on the scenario deduction method,and proposes targeted countermeasures and suggestions on the basis of case analysis.First of all,the paper defines the connotation of sudden crisis management in the grass-roots community of great mobile society.Drawing from the existing research results,the research framework of this paper is constructed on the basis of systematically carding the theory of sudden crisis management in the grass-roots community of great mobile society,which mainly includes the governance needs of the grass-roots community,the realistic dilemma of the grass-roots community sudden crisis management,the contradiction between the sudden crisis and the weak resource support of the grass-roots community.Secondly,on the basis of carding the responding capability and governance elements of sudden crisis,the paper draws lessons from probability theory and game theory to analyze the capability of community sudden crisis management,basic requirements of governance and responsibility construction of community governance at the grass-roots level from the game relationship between network nodes and nodes,which provides a theoretical basis for the construction of community sudden crisis management capability at the grass-roots level.Third,the paper carries on the static measure analysis to the grass-roots community sudden crisis management to analyze the management principle and capability system of community sudden crisis from the perspective of community sudden crisis management model,governance system,governance capability reconstruction,financial security model,financial security system,situational evolution path etc.Fourth,the paper carries on the dynamic measure analysis to the grass-roots community sudden crisis management.In order to further explore the evolution characteristics of sudden crisis in grass-roots communities at different time stages,this paper studies the evolution path of sudden crisis situations from a dynamic perspective,thus obtains in-depth understanding of the phased dynamic characteristics of sudden crisis management in grassroots communities.Fifth,the paper simulates and analyzes the development and evolution of sudden crisis in grass-roots communities.In order to grasp the development and evolution law of sudden crisis in grass-roots communities,this chapter constructs the probability theory model of community sudden crisis scenario evolution path,and analyzes the whole process of community sudden crisis development and evolution from the aspects of initial network scale,initial network structure,number of leading nodes and participation ratio of subordinate nodes.Sixth,the paper puts forward the basic principles and reconstructing governance capabilities countermeasures of sudden crisis management in grassroots communities based on the characteristics of scenario evolution path of sudden crisis in great mobile society,the realistic dilemma of emergency crisis governance in grassroots community and the key perspective through case analysis.
