| The development of Internet information technology has brought about massive changes in all aspects of our social life.The explosion in the number of Internet users and the diversification of online media caused an unprecedented growth of We-media platforms.Nowadays,citizens have lots of platforms for expressing views and opinions,the voice of netizens has been heard more and more often.The impact of information dissemination is constantly increasing,while the impact of the traditional propaganda which was led by the government has become weaker and weaker,the environment of public opinions has become more and more complicated.More and more traffic participants use their own cameras to record law enforcement process,and their own media platforms to express views on the law enforcement actions of expressway police in grass-root units.Some one-sided reports have created many challenges for the law enforcements,which brought down the enthusiasm of the police officers.They damaged the credibility of law enforcements seriously,worsened the relationship between police officers and citizens,and destroy the law enforcement environment of expressway police in grass-root units.In order to conform to the development trend of we-media era,it is imperative to enhance the law enforcement ability of expressway police in grass-root units.This paper is based on We-media and the development of expressway.On the basis of the analysis of the network hot cases in recent years,by study of the new environment faced by the on-the-spot law enforcement of expressway police in grass-root units under the background of We-media era,this paper uses the theory of law-based administration and crisis management as the theoretical basis,and it aims to provide a practical and feasible way to improve the law enforcement ability of expressway police in grass-root units.First,this paper expounds the basic concepts of We-media and the law enforcement ability of expressway police in grass-root units and starts with the problems existing in the law enforcement ability.It analyzes the problems of law enforcement subjects,such as law enforcement effectiveness is not high,law enforcement credibility decline,prominent problems in law enforcement capability.In terms of law application,laws and regulations for regulating users of we media are not sound,guiding public opinions make law enforcement behaviors difficult to follow,and discretion makes law enforcement behaviors lack of justice.In terms of law enforcement counterparts,unreasonable disturbances hinder the on-site law enforcement effectiveness of traffic police,network group awareness makes law enforcement ability not effectively exerted,and we media factors cause law enforcement personnel to lose their peace of mind.Then,it finds out three causes of those problems,which are the reasons of the law enforcement subjects themselves,including the lack of public opinions response ability,the non-standard law enforcement process,and the lack of law enforcement ability.The legal reasons include the low quality of legislation,the lack of strict implementation of legal norms,and the absence of specific legal provisions on the right of discretion.Reasons for law enforcement counterparts include low quality content of we media interfering with the on-site law enforcement of traffic police,lack of effective supervision of we media platform,and impact of public opinions on the effect of law enforcement.Finally,this paper uses the experience of domestic and foreign police and puts forward some suggestions and proposes that expressway police in grass-root units should improve their law enforcement ability by strengthening their own construction,perfecting the legal system and establishing the we-media public opinions guidance and disposal mechanism,so as to provide some help for expressway police in grass-root units to ensure fair,just and civilized law enforcement in the era of we-media. |
