Study On The Implementation Of Power List System In The Local Government

The power system was locked in a cage, that way in the sunshine was welcomed to all. The power list system can provide more detailed theoretical basis for the government regulation role, open up new research for the study of the administrative approval system in China, and sets a clearer theoretical template for the practice of the rule of the spirit of contract. In reality, the power list system research can also help clarify the boundaries of power, optimize the allocation of responsibilities, improve the administrative efficiency, help curb corruption, strengthen supervision, and better the economy of the market.With the full implementation of the system, China’s government and departments warmly welcomed this reform. It was accepted by social organizations and by the masses of people. However, the reform is bound to touch the actual interests of the relevant departments. This makes the power list system have many resistances and needs to continue with the theory and practice of endless quest.In this paper, the power list system research, and the related concepts and theoretical basis of the system are reviewed and summarized though the literature research method. The power list system in the current local government, encountered five aspects problems in the lack of the standardization, the legality, the idea, the responsibility and the supervision. On this basis, the author analyzes the causes of these problems, the programs confusion, the system falling behind, understanding deviation, and the lack of supervision accountability. According to the nature of construction, to the force structure, to the type of construction, to the program structure, to the functions of the construction, the path to achieve the list of power system is still being explored. Finally, this paper tries to clear procedure, strengthen the legal protection, improve the dynamic management, introduce diversified supervision, build a system platform, and tries to provide multiple ideas and useful references for the local government to implement power list system, especially for the practice of Jinan City.
