Contrastive Study On The Practice Of Administrative Examination And Approval Power List Among Local Governments

The system of Administrative examination and approval power list is the key to further reduce and standardize its procedures. The traditional system has seriously hindered the economic and social development. Power list is an important innovation to solve this problem. At the end of 2015, both central and local governments published their own power list; some of them even posted their duties as well. However, did the power list system implement well? Did it promote the transformation of government functions? Is the supporting system effective? Taking the State Council, Chongqing Municipality, Zhejiang Province and Henan Province as samples, this paper analyzes the power list system about administrative examination and approval from the views of its cleaning, publishing and supporting systems.The research finds out power lists are well carried out and optimize the roles of government, but there are still some problems: no identical standard, too many items in economic area, difficult to further reform in local government, defective supporting systems.
