Research On The Reform Of Administrative Examination And Approval System From The Perspective Of Power List

The administrative examination and approval is a means for government to manage the economy and the society. Administrative examination and approval system played an important role in a certain historical stage. Now, the reform has entered a crucial stage. Analyzing on the present situation of the administrative examination and approval system reform, finding out the problems, and clarifying the reasons of these problems, are important to promote the reform of the administrative examination and approval system.New moves toward reform are proposed in the Third Plenary Session of the Eighteen that “push for the power list system in the Government and its department of all levels and make the operating process clear under the rule of law”. This paper mainly adopts the methods of literature and investigation, on the basis of absorbing the existing research results, starting from the basic theory of administrative examination and approval authority list system, summarizes the development process of China’s reform of the administrative examination and approval, the existing problems and reasons. This paper also put forward to perfect the system of administrative examination and approval authority lists facing countermeasures and suggestions through the reform of the power list system of practical experience,Changsha analysis.This article is divided into five parts. The first part mainly introduces the writing background and significance of the research, in summing up and summarized the research status at home and abroad based on, clear the main content of the research ideas, research and innovation of the research. The second part on the list of power system and the administrative examination and approval system concepts and theories were discussed and introduced, through the theory introduced to build the theoretical framework, and provide a theoretical basis for the research, and analysis the relevance and feasibility of the list of power system and the administrative examination and approval system. The third part analyzes the reality of the reform of the administrative examination and approval system. The development course of administrative examination and approval system reform in China is summarized, and then the problems in the reform of administrative examination and approval system are put forward. In the fourth part, based on the case study of Changsha City, the reform of administrative examination and approval authority list is an empirical study. In the fifth part, the paper puts forward some suggestions to improve the system ofadministrative examination and approval power list. In this paper, combined with the reform of Changsha administrative examination and approval authority list, from the legislative, ideological understanding, supporting the construction of the three dimensions of the proposed measures and suggestions.
