Comparative Study Of American And Canadian Technology Immigrant System And The Enlightenment To Our Country

The United States and Canada both attract a lot of skilled immigrants; the two countries make skilled migration policy to give a response to the global war for talent brought by the information revolution. In order to curb the brain drain, China should take positive measures to develop the strategy of reinvigorating China through the human resource development, attracting talent, especially useful technical talent. So this paper adopts the methods of literature analysis, through the original literature and secondary literature collection, sorting and analysis on a comparison of the two countries’ immigration system, to analyze the difference between the two countries in system design and system mode selection and system implementation. And based on this, offer proposals about China’s talent introduction system construction.The paper came to the following four mainly research conclusions:(1) the relatively loose and relatively limited skilled immigrants introduced principle is based on the state of the two countries development inevitably choice; (2) different migration patterns of demand and supply guidance caused by the driving force of skilled immigrants; (3) targeted immigration system adjustment and dynamic coexistence of technology is technology immigration system between the two countries keep pace with The Times, the unified expression of optimization; (4) the importance of skilled migrants contributed to the two countries to build system of comprehensive laws and regulations, the rule of law, strong security system. Combined with the present situation of our introduction of foreign talent and the two countries’ success of the immigration policy, put forward the following enlightenment:(1) summarize the challenges of the talent introduction work (lack of foreign talent system arrangement, the market does not give full play to the foreign talents introduction, the government does not give enough support) (2) the design idea of foreign talent system with Chinese characteristics; (3) to promote foreign talents to meet the domestic demand; (4) to form a government coordination mechanism of foreign talent.
