As implementation of the main duties of the local administration, Development of local government civil servants and social security to maintain the local social economy plays an important role. Based on the modern market economy, how to regulate the role of government leadership and give full play to ensure social stability and security, can be said to be an important issue in our government administration are concerned, the use of performance appraisal approach helps its set goals complete, help improve work performance, but also help to give full play to the functions of the civil service and enhance its intrinsic motivation, ability and knowledge of the characteristics of the civil service to knowledge and understanding, it is conducive to civil servants should be valuable.In particular the practice of local government, the civil service performance evaluation there are still many shortcomings, particularly as an important basis for the assessment indicators there is lack of specificity, the lack of maneuverability and a lack of effectiveness of many other issues, these problems It has seriously hampered the performance evaluation of local government civil servants normally, and even affect the performance of the various departments and the administration of local governments. Therefore, the strengthening of local government civil servants study based on performance evaluation index system, improve the civil service to explore the performance measure targeted, demand had immediate operability and effectiveness of the measures.
