The civil servant play an import role on the national human resource, today, with further deepen political system and the further reform of the cadre and personnel system, and the further deepen on reform of government functions, the management of civil servants in the state agencies priority among priorities is the performance appraisal of civil servants, traditional administrative management of government department also has not adapted to the needs of modern development, the urgent need to change to the modern human resource management.Although the current civil service examination, there are the more subjective arbitrary and fuzzy issues too, such as evaluation index set is not clear, assessed the competent optional gender is big, not in the actual application results of the performance appraisal. Only by combining the actual situation of civil servants, appraising scientific management technologies and methods, making a perfect appraisal system, can the civil servant examination obtain actual scientific result and guidance as the basis for improving the performance of civil servants.This paper selects the Local Taxation Bureau of Hohhot Lelingeer County as example, and uses basic theory of performance appraisal, analyzing the status quo of the civil servant performance appraisal, summarizes it is concluded that the problem, put forward the designing idea of the performance appraisal. On the basis of current civil service examination system, in the process research, drawing lessons from modern management performance evaluation methods, the writer designs a system for the performance appraisal of local taxation bureau on Hohhot Lelingeer civil servant. In addition, the writer puts forward suggestions of maintaining on effective operation.This article for performance evaluation has certain guiding significance, at the same time for similar government performance has the reference significance. Conducive to the civil service examination towards the scientific standardized development.
