By objectively assessing civil servants’ performances and accomplishments, the performance appraisal of civil servants, as a crucial means of supervising civil servants, can not only stimulate their initiative at work but also foster their complying with regulations made by the Chinese Communist Party, the Chinese government and the posts to regulate their service, improve their administrative capacity and enhance their service awareness. Researching and structuring a scientific appraisal system of civil servants have a significant value in improving their quality and capacity and thus fostering the ranks of high-quality civil servants.In the context of cultural restructuring, radio and television, as essential representatives of the Chinese Communist Party and people, are in a strategic position of ideology and culture. Based on civil servants’ posts and responsibilities, H Province Radio and TV Bureau assesses civil servants’ morality, ability, industry, efficiency and incorruptibility, and recommend excellent candidates after administering a staff democratic appraisal poll in the bureau. The poll reveals that the performance appraisal of civil servants in H Province Radio and TV Bureau involves some defects in appraisal mechanism, indexes, methods and applications. Such defects are primarily reflected on the abstract standards of appraisal, the limited devices of appraisal, and the intervention of subjective factors etc. Therefore, the result of the performance appraisal does not sufficiently reflect civil servants’ performances and accomplishments, adversely affecting the objectivity, scientificity and efficiency of the performance appraisal of civil servants.On account of the above, this essay first elaborates and reviews current studies and theories of the performance appraisal of civil servants. Then, based on the research object of the performance appraisal of department directors and officers below the ranks of them in H Province Radio and TV Bureau, the essay explores the problems of the current appraisal system and analyzes the causes of the problems; in the light of the overall development principle of morality, ability, industry, efficiency and incorruptibility, the performance appraisal system of H Province Radio and TV Bureau is optimized, and on the basic of the principle of combining quantity assessment with quality assessment while focusing on the former, the performance appraisal index system is discussed and established so as to comprehensively, scientifically and systematically appraise civil servants’ performances for immensely improving civil servants’ individual performances and strategically developing Radio and Television industry. Finally, the essay proposes approaches to and advice on refining the performance appraisal of department directors and officers below the ranks of them in H Province Radio and TV Bureau. It is predicted that the research in this essay can foster the improvement in the performance appraisal of H Province Radio and TV Bureau.
