For recent thirty years, the rapid development of economy and society, increasingly enrich people’s material, spiritual and cultural demands. The demand to administrative efficiency and service levels of government have increased. For this reason, the establishment of a scientific and effective performance appraisal system in our government is demanded badly. Tangshan Municipal Environmental Protection Bureau as the government department of a prefecture-level city, responsible for the city’s environmental protection work, its administrative efficiency directly affects the outcome of the city’s ecological civilization, the people directly related to the vital interests. Especially in 18 th CPC National Congress, the city’s ecological civilization is raised up by an unprecedented degree of attention to one of five overall layout height; Meanwhile, Tangshan City is facing unprecedentedly severe environmental situation, which making civil servants in Tangshan Municipal Environmental Protection Bureau the enormous pressure and challenges. To meet the requirements of the new situation and new tasks, improve the quality of civil servants Tangshan Municipal Environmental Protection Bureau, it is urgently demanded to establish a scientific and effective performance appraisal system to adequately motivate the cadres and workers of enthusiasm, encourage their heavy responsibilities, strive to build a sky blue, green, clear water of the beautiful Tangshan.By combing the Tangshan Municipal Environmental Protection Bureau yearly performance appraisal of civil servants, the introduction of performance appraisal theory reconstruction Tangshan Environmental Protection performance appraisal system, using the Delphi method, solicit expert opinions, the original assessment indicators "morality, ability, diligence, and achievements, Integrity " As five-level indicators, and further refinement of 17 secondary indicators; AHP scientifically determine the weight of each evaluation index weight; introduction of 360-degree performance appraisal method on the implementation of the assessment, so that the assessment work more scientific, accurate, objective, and enhance the performance appraisal of civil authority, normative, seriousness.
