| With the rapid development of China’s economy, social relations have tremendously changed. As the content of urban management has become increasingly complicated, and management behavior would involve a lot of social relations, it should be managed by several administrative departments together. Therefore, a traditional sole law enforcement agency is unable to be adapted to the actual requirement of multiple management at the present stage with relatively low management efficiency. Due to the force of execution that constantly hits the headlines, and law enforcement behaviors that exceed their authorities, the urban management departments have been pushed to the opposite sides. At present, the relation among the government, the market and the society is facing reconstruction. Under this circumstance, traditional management philosophy and mode can no longer be suit for the social development, and the system of administrative enforcement of law needs overall restructuring.During the Third Plenary Session of the 18 th Central Committee of CPC, the decision to reform the system of administrative control currently in force has been made, together with the comprehensive law enforcement pilots conducted in several cities. By centering on the relatively centralized power to impose penalties, and integrating each low enforcement entity or department, their law enforcement powers are centralized to carry forward comprehensive law enforcement, in order to solve the problems such as interlaced rights and liabilities, and the disorder of law enforcement by a lot of departments, and to build a practical and efficient system of administrative enforcement of law with the unification of rights and liabilities. In view of the above circumstance, it is necessary for the urban law enforcement field to put the comprehensive law enforcement mode into practice. At present, scholars have discussed three modes in terms of comprehensive law enforcement, namely the external merge of departments with interiorly centralized power of penalty, external transition and relative concentration of the authority of administrative penalty, and the joint law enforcement by several departments. Wujiang District, Suzhou City, Jiangsu Province, the pilot project of comprehensive law enforcement was first to be conducted in the developed town Shengze in 2012. By establishing a comprehensive law enforcement authority, the system and mechanism has been built with law enforcement assurance, which has achieved a good result. In 2015, the Market Supervisory Authority was established by merging three departments including Industry & Commerce, Quality Supervision, and Food & Medicine, which has brought about the outcome 1+1+1>3.In spite of the effect owing to Wujiang’s comprehensive law enforcement reform of urban management, some problems still exist such as management neglect while enforcing laws, lack of law enforcement, low operability, and questionable legality of the subject of law enforcement. The author takes living examples of Wujiang’s administrative law enforcement system reform, reviews document literature to combine the researches on comprehensive law enforcement mode by other scholars and puts forward the direction of further improvement for Wujiang’s comprehensive law enforcement of urban management on the basis of Big Urban Management Theory, Check and Balance Theory, and City Grid Management Theory by the train of thoughts including raising questions, analyzing questions and extracting countermeasures.This paper stresses on the study of the way to integrate executive law enforcement resources, build comprehensive law enforcement system and perfect law enforcement assurance, in order to disentangle several problems on the subject of law enforcement, law enforcement agency, basis, authority, standard and assurance. This paper proposes the direction for improving the comprehensive law enforcement mode to spur the government to make urban management legalized and standardized. |
