As the foundation of the state power, as the necessary link between the government and grass-roots, urban soviets and rural soviets both are important parts of the Soviet power system, also are the basis of the Soviet social structure. From January 1929 to October 1934, in order to make the soviet government take the tasks of carrying out revolution better, also improve life of the masses, Mao Zedong and other Chinese leaders made a large exploration for the construction of the grass-roots power, which is organized and efficient. Then, based on Jiangxi’local history and Fujian’local history, from the perspective of Mass-Line, the author try to research the exploration of the construction of Soviet grass-roots political power throughout the whole Central Soviet Area, and to analyze its impact on the formation of the Chinese Communist’s Mass-Line. Through the above work, the author hopes to draw some useful conclusions.The paper is divided into four parts:The first part is the introduction of this article. This chapter focuses on the value and significance of the topic, current research status, research methods and innovation. Besides, the author try to clarify some important concepts covered in this article.The second part focuses on the Central Soviet practice of building grass-roots power, which is under the masses’broad participation. The masses are important relies for the soviet government, under the support of the mass, soviet grass-root regimes achieved a great change, from the clan organization to the country’s political unit. In addition, it achieved the successful transformation, from the farmers’association to urban Soviets and rural Soviets. What’s more, it also opened a new pattern for the soviet grass-root regimes, made the party, the government, and the masses became a three-dimensional organism. Finally, through a series of measures, including democratic elections, representative conference, urban Soviets and rural Soviets promoted the democratization and institutionalization of the grass-roots political power, further protected the interests of the masses, closer relations with the masses.The third part focuses on the theoretical exploration for the soviet grass-roots regime. In order to guide the grass-root work better, Mao Zedong and other proletarian revolutionaries had done a lot of theoretical exploration, then summarized the famous theory on building grass-root regimes. In this chapter, the author attempts to analyze its formation process, origin and history, and try to generalize the main content of this idea.The fourth part discusses the influence of the Central Soviet Area grassroots exploration on the formation of the Communist Party’s Mass-Line. Both the practice and theoretical exploration about building the Central Soviet grass-root power contain a wealth of mass element, therefore, the author tries to analyze it. On one hand, the Central Soviet Area practice of building grassroots power is an important source for the Chinese Communist Party’s Mass-Line’s formation, on the other hand, the theory on building grassroots regime also provides a wealth of useful data.
