Public trust is displayed in government activities, it reflects a relationship of trust between the government and the public. Public trust is that the government communicate with the public in a variety of information transfer modes, in order to establish a lasting relationship of trust, gain public understanding or support for the government, and ultimately improve administrative efficiency and social benefits. As the development of IT, especially network technology and other new media, information technology has become the most important feature of today’s society, and profoundly affects the transmission of information and the system of governance and the public.However, our government did not take full advantage of the opportunity brought about by the boom of information technology to improve the public trust, making the government work hard to achieve the desired results. This problem gradually attracted academic attention. Therefore, under the background of the informatization society to explore how to enhance the public trust has become a hot issue.Informatizaion society provides an important technical basis for changing management concepts and paradigms of the government, and information technology has become one of the leading force in changing the government. Any change will bring about a corresponding risk, so the information society makes the public trust be a risk decision. This paper based on risk decision model to construct a model of unsuccessful outcome history and public trust, and explore trust propensity and government transparency in the informatization society how to affect the relationship of outcome history and public trust. This study adopted questionnaires to collect data, and 200 valid questionnaires were collected. We use the SPSS statistical analysis software to conduct the reliability and validity analysis, using factor analysis and regression analysis to verificate and discuss the model. The results showed that unsuccessful outcome history has a negative effect on the public trust. The results suggested the significant moderating effect of government trasparency on unsuccessful outcome history and public trust relationship. Specifically, unsuccessful outcome history was found to be more detrimental to public trust for those lower government transparency, compared with their counterparts in higher government transparency. It was also found that trust propensity mediated the link between unsuccessful outcome history- trust propensity interaction and follower public trust, supporting the proposed mediated moderation model.This study is based on the characteristics of informatization society introducting risk theory and risk decision model to study the public trust and the moderation of government transparency and expand the original research perspective. Secondly, introducing the trust propensity to explain how government transparency concretely moderate the relationship between unsuccessful outcome history and public trust. Under the informatization society, governments should pay more attention to unsuccessful outcome history, in order to enhance trust propensity and transform the public trust into low risk decision- making.In addition, through timely improving government transparency and reasonably revealing unsuccessful outcome history, helps to reduce the negative relationship between unsuccessful outcome history and public trust.
