As a non-economic organization, civil society's development is different from that of government system. Civil society is voluntary, governmental, non-profit, autonomous and non-governmental. Public trust to government mainly refers to the level of trust given by social people based on the government's behavior. The way public trust manifest itself is interdependence, mutual trust and cooperative relations between government and people. On one hand, the growth of civil society will make the citizens to require more to public trust to government. On the other hand, improvement of public trust will also promote the growth of civil society. As a result, the relationship between civil society and public trust is the interactive. Civil society in China continues to develop, and the development of civil society is bound to further enhance the public trust to government. Enhancements of public trust to government not only help to solve other problems in the development of civil society, but also improve the administrative efficiency, strengthen the government leadership, and promote the development of the country. This thesis mainly researches the lack and enhancement mechanism under the growing civil society and it aims to analyze China's lack of public trust to government and discuss relevant suggestions to the problems.Firstly, the current situation of public trust to government under the background of growing civil society is analyzed. The analysis of public trust to government includes three periods:the initial stage of new China (1949-1965), during the Cultural Revolution (1966-1976), and since the reform and opening up (1978up to now). The lack of public trust to government under the background of the growing civil society is mainly reflected in public services'un-satisfaction with the public needs, the distortion of the government information, the decrease of trust between citizens and government, the deviation of public nature of the authority.Secondly, the reasons for the lack of public trust to government under the background of growing civil society are analyzed. The reasons include governmental and civil factors. The reasons for the lack of public trust to government are expressed as:the traditional Chinese official rank standard, the interest structure, lack of communication between the government and the public, and the lack of supervision to public power.Finally, the mechanism to enhance public trust to government under the background of growing civil society is proposed according to the previous problems. The main countermeasures include the following parts. The government should play a good service role, and make good use of market mechanisms to achieve the complementarities of the government and the market. Non-profit organization should be used to compensate for the lack of government and the market. Make the day-to-day government information public and real.Expand the range of citizen participation in government decision-making and ensure that the public nature of public power. Strengthen communication and enhance trust between government and citizens. Improve the independence of the supervisors. Make good use of media to strengthen the ability of the public oversight. And strengthen the supervision of Chinese Communist Party and Committee of the National People's Congress.The thesis analyzes the lack of public trust to government under the background of growing civil society and proposes specific measurements. Problem analysis and countermeasures are based on actual cases, which make the paper results have a certain degree of effectiveness, and can provide a reference for the development of the credibility of our government. Therefore, this thesis has practical and theoretical significance.
