Government institution and staffing quotas is a kind of significant administrative resources. Its characteristic of scarcity leads to the basic problem in institution organization management, which refers to the imbalance between supply and demand of institution and staffing quotas. A large number of works in institution and staffing administration is the seesaw battle around the setup and withdrawal of a department or the increase and decrease in staffing size. The conflict between the common understanding of overstaffed organization, jumbled personnel and increasing pressure on fiscal expenditure and objective needs of the social development, constitutes the double dilemma of control and increase in institution organization management. Based on the practice of institution organization management in Shandong Province, the paper attempts to explain the cause of expansion in governmental size through the theoretical analysis and empirical study of the control and adjustment of government size. It puts forward a basic way to cap control and adjustment of the institution and staffing size, which should be talked under consideration of both the economic system reform and the administrative system reform. It tries to find a effective path to relieve the contradiction between supply and demand of the institution and staffing quotas, and finds the method to solve the problem.The paper contains 6 chapters. Chapter 1 introduces the background and significance of the topic, reviews the related theories and researches and builds the theoretical basis of the study. Chapter 2 is the overview of the cap control theory, which defines the basic concepts, discusses the basic characteristics of allocation method for institution and staffing organizations, analyses the reason for expansion of government size and points out the necessity of government size control. It also puts forward the goal of total amount control. Chapter 3 is the empirical analysis of evolution of the cap control in Shandong province. It summarizes attempts and effectiveness of management in Shandong Province and points out the imperfection. Chapter 4 points out the reason of imperfection in management of institution and staffing size. Chapter 5 puts forward the optimization path of cap control and adjustment of the organization size.
