The government is taking the lead of its modernization, social and economic development depends to a large extent on the government's strong support. Municipal government, as the main driving force in the economic and social development, must have appropriate staffing size and structure for its commitment to achieve social harmony and sustainable development. Namely, the appropriate municipal government staffing size and structure of municipal government functions ensure the effective discharge of personnel. Therefore, in the context of local government reform, the establishment of municipal government total control issues is of great theoretical and practical value.This paper adhere to the basic tenets of Marxism as a guide, use of administrative organizations and systems theory, theory of the transformation of government functions and the rule of law theory, and takes Suzhou City for example, carrying out an in-depth research on the municipal government of China's total control of the internal logic and basic trend. Having systematically carded the history of China's establishment of control and the status quo of the total control of the municipal government, the paper focuses on the preparation, the premise, basis, methods and fundamental way of the municipal government total control.In addition to the structure and the introduction to this conclusion, the paper is divided into five chapters. The introduction deals with the basis and significance and the rational thinking about the municipal government's total control of its staffing size and elaborates the direct cause of choosing Suzhou City as an example. Chapter 1 mainly explains the definition of the core concept of a few basic questions. Having defined a number of key concepts and reviewed the history of the adjustment of China's established staffing size, together with the formed historical understanding, the research paper continued its analyzing the municipal government of China's total control of the status quo and summing up the main problems, which leads to the issue "The municipal government's total regulation of its established staffing size". Chapter II deals with the premise of the municipal government's total control. The transformation of government functions is the premise and key to the total control of the municipal government, only by transforming the government's functions can we achieve a fundamental change in the institutions and implement of the established staff posts and government restructure, therefore, we can lay the foundation for creating a cheap and effective service-oriented government. Chapter III deals with the foundation of the municipal government total control. Under the premise of achieving effective change of government functions, we can achieve the scientific personnel allocation as the foundation for the municipal regulation of its staffing size. The transformation of government functions is not only the inevitable requirement, but also the important part in the implementation of the transformation of government functions and consolidation of its outcome. The total control of the municipal government is a need for cooperation in multilateral forces to participate in the project. First of all, in the main control, the municipal government not only works with the higher-level departments but coordinates with management departments at lower levels such as related personnel departments, financial departments, departments for consulting for closer coordination and cooperation in charge of the practice, Secondly, we should employ multi-pronged approach for the needs of regulation such as legal means, economic means, the means of modern management tools. Again, in the control mechanism, it is necessary to innovate new methods, new approaches and new mechanism of coordination between government and the market, society and citizens.Fourth, the municipal government's regulation of staffing size needs operation by law. The total control of the municipal government's goal is to pursue the values of the law in the course of the practice of the total control. It is on the basis of establishment regulations and laws that we pursue the restriction of the staff's power and uphold the law and other legal authority, we encourage the law's infiltration, generalization and integration to achieve the objective of management bodies. In this way, we fundamentally eliminate the "unspoken rules" and the phenomenon of the "rule of man" behavior in the total control of established staffing size.
