Since the reform and opening up,China has continuously reformed the system and mechanism,Which included management reform of the organization,the new central government put forward the current term of government "financial support personnel only by not increasing" commitment,the party's 18 big administrative reform also put forward new tasks and requirements.But with the deepening of the reform,many problems in the organization management are exposed,how to better analyze and solve these problems,for the total control of the dynamic adjustment of organization is even more important.This paper first elaborates two theoretical bases of the dynamic adjustment of the local government's personnel in the organs and institutions under the total control,namely the organization theory of the actors and the theory of public choice.On the basis of this,based on the status quo of the preparation and management of H county institutions in Quanzhou,the situation of the dynamic adjustment of the staffing institutions in the organs and institutions since the end of 2012 has been revealed.In the dynamic management of Quanzhou H county institutions,such as lack of corresponding management Standards,higher departments of the intervention,the work mechanism is not perfect,the preparation of the existence of lagging and other major issues.Followed by the use of the system theory of the organization of the actors to prepare the adjustment process involved in the editorial board leadership,preparation and preparation of the demand sector as the three aspects,and as a case analysis of the three dimensions,combined with public choice theory,Object interaction,in-depth analysis,the study found that the main cause of these problems is the rule of man,the higher departmental intervention,the influence of the sector,departmental function adjustment.In order to solve the problems existing in the management of organization establishment in Quanzhou,this paper puts forward some suggestions on how to solve the problems existing in the establishment of dynamic organization in Quanzhou H county,such as promoting the establishment of standardization,The establishment of the legal system,the improvement of the mechanism for the establishment of the total organization,the improvement of the supervision and inspection mechanism,and so on,with a view to helping to solve this problem step by step.
