Research On Security Issues Of Counties In Shandong Province

The situation of social security is directly related to economic development, political stability, cultural progress, as well as the people’s lives. Social security problem is that people violate the relevant laws and regulations of the provisions or system constraints and committed others, property or democratic rights, failure normal social order, endanger public safety, a breach of social management, thus breaking the social stability and orderly state of a phenomenon. As the country’s basic level administrative divisions, county and county level, is the cornerstone of the national administrative structure, the stability of the country and even to a large extent depends on the stability of the city and county public security situation. The first level of Shandong Province, which is referred to in this article, refers to all the administrative regions of Shandong Province, including the counties and county-level cities under the jurisdiction of the prefecture level cities. Qingzhou City, Shandong Province as the first batch of provincial jurisdiction county-level cities, urban construction and development speed in Shandong Province in the middle and upper level, the geographical location of the transport hub of Qingzhou city’s population mobility is very large; 32 permanent ethnic minorities, multiethnic customs and habits of the differences are more likely to have conflicts and disputes; As the political and cultural center of Shandong Province, Qingzhou City security problems both realistic and historical continuity, Qingzhou City more complex security situation makes it has certain representativeness and universality, security problem existed in Qingzhou City can reflect the counties and cities of Shandong province level common security problems. In this paper, Qingzhou city public security issues as the starting point, from the typical rise to the general, to solve the problem of Shandong Province, the general law of the first order, in order to achieve a fundamental improvement in the overall security situation.The main body of this paper is divided into five chapters, the first chapter briefly describes the background and significance of the topic, research status and focus of domestic and foreign, as well as the research ideas, research methods and innovative points of this paper. The second chapter discusses the related concepts and theoretical basis of public security issues. The third chapter on the basis of the field visits, combined with the example of Qingzhou City, Shandong Province, a comprehensive exposition of the existing problems of public order and security and its outstanding characteristics. The fourth chapter takes Qingzhou city as a typical, from three elements of order, namely, from the public security management environment, the main body of public order, the three party to explore the cause of the problem of Shandong city and county public security problem. In the fifth chapter, according to the above mentioned reasons, combined with the current situation of the development of the cities and counties in Shandong Province, Qingzhou City as an example, from the improvement of the environment of public security management, improve the level of administration of the public security organ, improve citizen’s quality and ability, detailed security solutions, to effectively improve the security situation in the city of a county in Shandong Province.
