Study On Countermeasures For Synchronization Of Building A Well- Off Society In An All-round Way In Yulong Naxi Autonomous County

Building a well-off society in an all-round way is the periodical target that all the Chinese people are struggling for under the background of the new normal, which is also the goal needed to be achieved in the whole process of China’s modernization and indicates the orientation that all the Chinese people are supposed to strive forward. The saying put forward by General Secretary Xi in the investigation of Yunnan"No nationality should be omitted in the realization of a well-off society in an all-round way" highlights the significance of the role played by all the ethnic minority areas in the process of building a well-off society in an all-round way. It is urgent to solve the problem of how to facilitate the leapfrog development in minority areas and make sure minority areas can achieve the goal of building a well-off society in an all-round way synchronously with the whole country. Yulong Naxi Autonomous County (abbreviated to Yulong County) is the only Naxi autonomous county in China, belonging to Lijiang Prefecture which has opened the way for development with national characteristics, and it is typical in the development of minority areas. For this purpose,it is of great significance to research on the construction process of building a well-off society in an all-round way in Yulong County hoping to find out the restraining factors and puts forward reasonable countermeasures and suggestions of them so as to speed up the pace of the construction of a well-off society in an all-round way in Yulong County.This research focuses on the theoretical significance and realistic demand of building a well-off society in an all-round way in the ethnic minority areas, highlighting the significance and necessity of building a well-off society in an all-round way synchronously with the whole country, revealing that the construction of a all-round well-off society in Yulong County has model significance on the construction of the other other minority areas and is good for the unity and progress of our nation and border security. Based on the index system, this paper exerts a concrete analysis on the construction of the all-round well-off society in Yulong County from six aspects, including the economic development, social harmony, the quality of life, democratic rule of law, culture, education, resources and environment.The economic development imbalance, inharmonious development between materials and spirits, lack of funds, talent shortage and environmental constraints are proven to be factors that restricts the construction process.This paper deeply analyzes the comparative advantages for Yulong County to build a all-round well-off society including the external support policy from the state, Yunnan Province and even Lijiang City, the intrinsic advantages of Yulong County including its location, resources, ecological environment, economic base etc. and puts forward reasonable countermeasures and suggestions for Yulong County to build a all-round well-off society.
