Since China’s reform and opening up. Non-Profit Organizations in this country have seen continuous growth, along with improvements in society. Non-Profit Organizations play an important role in Chinese society. Specifically, by meeting the needs of the public, providing job opportunities, helping vulnerable groups and facilitating socialist democracy, the private organizations contribute greatly to serving the society together with the government. However, institutional improvements need to be furthered in quite a few aspects, such as lack of financial transparency and difficulties in fund raising. Some owners even and appropriate funds of the organizations for personal use, deviating from the interests of the public. All these seriously affect the development of private non-profit organizations, and some even fail to fulfill their social obligations. Therefore, it is of great concern for the government to take effective measures to address the said problems in private non-profit organizations, while improving their credibility and ensuring their sound operation. What are the possible measures?Based on case study of a private Non-Profit hospital in Kunming, this dissertation mainly explores governmental supervision over private Non-Profit Organizations from the perspective of social governance. Supervision here mainly includes oversight and cultivation by the government. Through analyzing reasons behind the specific problems appeared in the operation of the Kunming-based private non-profit hospital, pertinent suggestions and countermeasures for governmental supervision are provided in the dissertation. The countermeasures are a combination of original analysis, domestic experience and international vision. Here are the major points:1) The government is to build new partnerships with the private non-profit organizations, while changing its governing ideas and improving its own services.2) More laws and regulations related to governance of private non-profit organizations should be made.3) The government should actively support and nurture private non-profit organizations and 4) expenditures of the organizations in China should be supervised to achieve sustained improvement.
