The Development Of Chinese Non - Governmental Organizations And The Innovation Of Social Governance

Under the background of building a well-off society in an all-round way, the government must properly handle the relationship among government, market and society.China is in transition from authoritarian government to a service-oriented government. The basic approach of the transition is that China should give full play to the market’s decisive role and make society instead of the government become the main provider of public services.Civil society organizations,which activing in the field of social and public services, provide a relatively comprehensive public products and actively undertake government transfers out of the public service functions.The civil society organization is becoming an innovative important force in China’s social governance.One of the important issues of comprehensively deepen reform in China is that how to break through the civil society organizations’development dilemma and activate civil society organizations to play its advantages.The theoretical basis of this paper are civil society theory of Hagel, Marx and Habermas.The paper summarizes social governance ideas of socialism theoretical system with Chinese characteristics in detail and explores the mutual promotion path of civil society organizations and civic spirit.The main part of the paper makes all-round and in-depth discussion from three aspects:the development process and status of civil society organizations, problems of civil society organizations development process and how to improve internal and external governance of civil society organizations. First, the paper discusses the development and realistic function of civil society organizations.This section analyzes the development of civil society organizations and highlights the reality of prominent role in promoting social governance model innovation.Second, the paper discusses the issues during the development of civil society organizations. The section analyzes some issues:low degree of civil society organizations’development;unclear boundaries between civil society organizations and government authority; unsound legal and supervision system;organizational culture and citizenship are not effective combined; civil society organizations not effectively integrate with the international community from five aspects:internal governance; external intervention; rules and regulations; organizational culture and international communication.Third,the paper try to solve challenging issues in development of civil society organizations.This part combines with the development of China’s emerging issues and causes to puts forward the feasibility policy from internal governance and external governance.The paper try to find the reasonable path of civil society organizations’development under social governance ideas of socialism theoretical system with Chinese characteristics. The paper also try to combine foster civic spirit with civil society organizations’development. The government should perfect social governance and improve the efficiency of public services to better undertake government transfers out of the public service functions.This paper also focus on cultivating civic spirit, taking advantage of civil society organizations.
