Is The Female Political Participation Capability Inferior To Male?

Taking the deliberative discussion on participatory budgeting of Wenling City in Zhejiang Province for the case, this paper studies the political capacity of female under the premise of equal participation, finding that women’s perception of public affairs and judging ability are as well as men. Women have independent views on public affairs and have a different perspective from men. Women’s ability of political issues discussion and expression of views are not weaker than men. Women will express their views in multiple ways. And women who are able to influence the public policy process with collective action have equivalent ability of representation and organization with men.Because the full political participation has provided a platform for their ability development, women in Wenling case demonstrate equivalent political capacity with men. The democracy participation system in Wenling City has offered equal opportunities for women and men. The improvement of economy and the increase of women’s economic status have promoted women’s aspiration and confidence in the participation of public affairs. The culture of gender parity on the way of development has promoted women’s perception of themselves and their ability of discussion and expression in public life. A higher basic education degree has formed a better foundation of competence for women’s political participation. And family support has constituted the main social capital for the political participation of women.Therefore the experience of Wenling case provides a possible path to develop women’s political participation capacity. To build an environment of equa 1 political participation, to improve women’s economic status, to propose the culture of gender equality, to promote women’s education degree and increase their social capital, women’s political participation capacity will be developed further.
