A Research On Citizen’s Online Participation Of China: Based On Deliberative Democracy

The development of internet information technology changed mode of constructionand improvement of Chinese social information’s spread deeply. At the same time, itinfluenced the improvement and reformation of Chinese society. Public sphere, whichwas built by the internet technology，expand of public, reinforce public supervisionright, increase public participation chance, improve public consultation. Citizens’ onlineparticipation as a new participation mode grows greatly in nowadays. In this kind ofbackground, the Citizens’ online participation was taken as a tremendous progress topolitical reform. Because it Activated democracy element, rebuilt democracy pattern,released citizen’s participation enthusiasm which had been Suppress for a long time.But Citizens’ online participation in our country has started to develop just recently.There are also lots of defects that could not be avoided, such as Citizens’ irrationalparticipation, the lack of relevant laws. These flaws block the development of Citizens’online participation. Therefore, we have to analyze trouble and reason of theseproblems，and find the answer corresponding to them. It is very significant in theory andrealistic to upgrade our county’s administration standard.There are five parts in this paper. The first is introduction, mainly talk about thebackground and significance of the topic, the research status at home and abroad,content and methods of the research. In the second part, the article reviews the rise andevolution of Deliberative democracy, define the Citizens’ online participation andanalyze its feature. The third part analyzes current situation comprehensively andelaborates Citizens’ online participation positive influence to our nation. In the fourthpart, according to the current situation of Citizens’ online participation, the paperanalyzes the difficulties that exist in its development process. The fifth part putsforward some measures and suggestion for the development of the Citizens’ onlineparticipation in our country from the view of deliberative democracy.
