To guarantee the safety of people, goods and ships, China, Laos, Burma and Thailand jointly patrolled and enforced the law. Although the patrol directly resulted from the event of the Mekong, the more important cause is the serious situation of Mekong district. Drugs, crimes and guns have troubled this district for a long time. The Mekong patrol and enforce the law essentially is an act of enforce the law, and a new form of security cooperation.As a theory and visual, cooperative security is accepted more and more prevalently after the Cold War. Its rise is not occasional. From the angle of theoretical basis, it absorb a lot from the realism, idealism and constructivism. From the angle of practical importance, it cooperates with the tendency of protecting the safety of state and people. More importantly, it successfully solved many problems that traditional security theories fail to solve. In a word, cooperative security means countries cooperate to guarantee their safety. After the Cold War, non-traditional threats become more and more obvious. As a result, traditional methods can hardly protect the safety of countries. States need to abandon their zero-sum opinions about their safety. Only by cooperative security, can they guarantee the safety of people and state. Cooperative security has a series of features that are obviously different from traditional security opinions.This essay tries to analyze the motivating factors and future of joint patrol. The analysis is composed by two parts. One is the institutionalism, and the other one is regionalism.
