But the international world has faced the dilemma of the threat from non-traditional security. The non-traditional security threat has affected all nations survive and development. How to make the breakthrough between the threat of non-traditional security and world security has became one important issue of the international world. For now, international cooperation is the efficient channel in reducting the threat the non-traditional security and keep the safety of the nations、regions and the international world.Mekong river is the important link for connection between china and the Indo China Peninsula and its plays an important role in china’s geopolitical strategy. The Mekong river navigation, beginning at the beginning of the 90’s, grew up rapidly from the initial capacity of hundreds of tons to current capacity of hundreds of thousands of tons in the last 20 years. The economic and trade exchanges of those countries are flourishing through the Mekong River international navigation, which advantages are enormous carrying capacity and facilitation of compared with road transport and which also promotes the economic development of these countries.the continuous development of the shipping of Mekong river and the heated cooperation in the indo-china peninsula, on one hand, it has promoted the regional economical development, one the other hand, it has formed the grave security problem in the Mekong river navigation. Occurrence of Mekong massacre, led us pay more attention to navigation security and people’s safety overseas. After the Mekong river tragedy, China、Laos、Myanmar and Thailand carried out joint escort on the Mekong river, and this continuous action brought achievement in protection of people’s life. But this kind of cooperation could not form one comprehensive mechanism in guarding the Mekong navigation. For now, In the Mekong River navigation security is critical, only by the way of multilateral comprehensive construction and regulative cooperation,can we succeed in constructing one international security cooperation for the protection of the Mekong river navigation,and the Mekong River navigation crime should be struck through the cooperation of the targeted countries.
