The Study On Sub-regional Non-traditional Security Cooperation Of Lancang-Mekong River

Non-traditional Security generally refers to the removal of security threats which is beyond the traditional military threats,including political security,economic security,energy security,resource security,natural environmental protection,transnational crime,terrorism,mass infectious disease transmission,refugee problems,etc.During the Cold War,the world was shrouded in the Traditional Security Haze by the Military Threats,and the prevention of Military Strikes was the aim of the World's Security Defense Mission.After the end of the Cold War,large-scale of Military Conflicts and War Haze gradually faded away,then the Non-traditional Security Issues gradually replace the Traditional Security Issues and it has become the focus of the World's Security Defense Mission later on.Non-traditional Security generally refers to the removal of security threats which is beyond the traditional military threats,including political security,economic security,energy security,resource security,natural environmental protection,transnational crime,terrorism,mass infectious disease transmission,refugee problems,etc.During the Cold War,the world was shrouded in the Traditional Security Haze by the Military Threats,and the prevention of Military Strikes was the aim of the World's Security Defense Mission.After the end of the Cold War,large-scale of Military Conflicts and War Haze gradually faded away,then the Non-traditional Security Issues gradually replace the Traditional Security Issues and it has become the focus of the World's Security Defense Mission later on.Deepening the Non-traditional Security cooperation in the Lancang-Mekong Sub-region,building a Strong Regional Security Network,requiring the joint efforts of the countries by the sub-region and to grasp the direction of the Cooperation.In order to strengthen the Non-traditional Security Cooperation in the Lancang-Mekong sub-region,the Lancang-Mekong sub-region countries should proceed from the following aspects.Firstly,initiative to build a Non-traditional Security Cooperation Mechanism,including the establishment of early warning,intelligence network,personnel training,security assessment and joint verification and other Non-traditional Security Cooperation Mechanism to strengthen the Lancang-Mekong sub-region in preventing and managing the overall capacity of Non-traditional Security Issues.Secondly,the Mekong-Lancang sub-regional countries,with "the one belt-one road" development strategy as an opportunity to create the lancang-Mekong sub-regional economic cooperation in the new impetus to strengthen the economic and social cooperation,with the economic cooperation on promoting sub-regional "Non-traditional Security Cooperation and to build the fate of the people's community in the Lancang-Mekong sub-region.Thirdly,based on the basis of the Lancang-Mekong cooperation mechanism,the countries of the Lancang-Mekong sub-region should strive to continuously expand the function of its cooperation mechanism.Strengthening the capacity of the Lancang-Mekong cooperation mechanism to deal with Non-traditional Security,and enrich the sub-region to deal with the?Emergency and Governance Mechanism?of the Non-traditional Security Threats.Fourthly,to establish the Secretary of Non-traditional Security Cooperation Hot-Line,to safeguard the policy coordination,to focus the strength on the same direction,to make the concentric governance and to form the safe and efficient common defense network system for the Non-traditional Security Issues.Fifthly,to consolidate the Free Trade cooperation field between China-ASEAN,in order to form the ability of covering all Non-traditional Security as the action objectives,to enhance the China-ASEAN Free Trade Area as a regional organization for managing the Non-traditional Security Capabilities and for forming the lasting influence by the deterrent hostile.Sixthly,throughout the regular military exercises to combat the Non-traditional Security Issues,which is maintaining the deterrence of destruction on sub-regional security and the stability of the lawbreakers.and for accumulating the experience in the joint prevention and management of the Non-traditional Security by the countries in the Mekong-Lancang sub-region.
