On The Ability-Building Of Village Cadres Under The Back Ground Of The Modernization Of Social Governance In Rural Areas

In Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform, it is launched that the overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity. Thus it can be concluded that the ruling philosophy of CPC is turning from social administration into social governance. Eventually the modernization of social governance in rural areas becomes a key part of the modernization of the national governance system and capacity, for rural population takes majority of China’s population nowadays.bemand on the ability of village cadres is shifting during the transition from social administration to social governance, the ability of village cadres has a bearing on the implement of the state policy for the development of rural areas, and the modernization of social governance in rural areas as well. Therefore, under the background of the modernization of social governance in rural areas, the ability-building of village cadres is of great importance to the social governance of rural community, and the modernization of the national governance system and capacity.From wide view on the changes of social governance of rural community and demands on the ability of village cadres in different periods, and then analyses new demands on the ability of village cadres under the background of the modernization of social governance.Providing scientific and reasonable references for promoting the ability of village official. And, based on the data obtained during the investigation in a town, Guangxi Zhuang Autonomous Region, the thesis analyses the problems in the process of the ability-building of village cadres, such as high age ratio, low educational level, and the lack of theoretical attainment and legal sense. The thesis also points out the factors that hamper the promotion of the ability of village cadres with analysis of the unsound training system, the incomplete system of ability-building of village cadres and to inference of themselves on the ability-building. Furthermore, the thesis submits several proposals for the promotion of the ability of village cadres, for example, to enhance the self-knowledge of themselves, to improve the village cadres training and motivation system and to establish the appraisal mechanism of village cadres etc.
