| The CPC had hold the Third Plenary Session of the 18 th CPC Central Committee at Beijing. And the Decision on Major Issues Concerning Comprehensively Deepening Reforms had been adopted.The general objective is to improve and develop socialism with Chinese characteristics and push on with modernization of the country’s governing system and capabilities. The general objective for the reform not only pointed out the direction of the future development of our country, but also put forward new demands and new challenges to the grassroots cadres’ social governance ability. However, there are still some problems on grassroots cadres’ social governance ability, like Lacking of policy implementation ability, the public service ability, the multi-agent governance capabilities, Lacking of the ability to respond the emergencies, etc. These problems are mainly about several reasons: imbalance of ethics, Functional definition is not clear, Governance is old, Supporting system is not sound, etc. By analyzing the reason that the social governance problems of grassroots cadres, combined with the requirements for modern governance capabilities of grassroots cadres, the author think that the main point of building social governance capacity of grassroots cadres should focus on the following three points: first of all, grassroots cadres should have the ability to tolerance the pluralistic society, the ability to provide public services, the ability to use new media, the ability to maintain social fairness and justice and the ability to administration according to law. Secondly, start from the way to improving the grassroots cadres’ social governance, insist the principle of people first, set up the concept of social governance, transformation of the mode of social governance, etc. last, to establish effective guarantee for grassroots cadres’ social governance, we should perfect the management system, constructing the management culture, etc. so that,we can realize the improving of the social governance ability of grassroots cadres. |
