A Research On The Selection And Manning Of Cadres In The Process Of Building New Rural Areas

Construction of rural cadres is a project concerning the Party's rural base in countryside. The Third Plenary Session of the Party's 17th Central Committee states that it is critical to build a faith-keeping, devotional, capable, and moral rural cadres. The rural cadres, as the most basic level of our cadre group in the rural areas, carry the historical duty to fulfill and implement the Party's political line, principles and policies into the rural grassroots, to lead the people to prosperity and to build a new socialist countryside. Their ability, image and quality is directly related to the future of new socialist countryside construction.Since the committee of the villagers appeared in 1980, after 30 years of practice, the village autonomy as the core of grassroots democracy has made great achievements. Through elections, a large number of talents enriched the rural grass-roots leadership, and played a good role as rural leaders. Along with the rapid economic and social development, subject to various factors, there are some problems exposed in the selection and manning process of rural cadres, such as some rural cadres'comprehensive abilities are weak, their ideas for development are unclear, and some of them even have problem of law and discipline violations and other issues. In the background of new rural construction, it has become urgently studied and settled that how to solve these problems, to further widen the sources of the rural cadres, to improve their quality, to arouse their enthusiasm of playing their role as a leader on new socialist countryside construction.This paper, starting from the concept, characteristics,and effects in new countryside construction of rural cadres, taking Zaozhuang City for example, describes the historical evolution and current situation in the selection and match of rural cadres of China's, analyzes the major theoretical and practical significances of strengthening the construction of the rural cadres to the construction of a new socialist countryside, and discusses the status and role of rural cadres'selection and manning in new socialist countryside construction at the meanwhile. This paper analyzes difficulties, contradictions, problems and causes in facing the current work of rural cadres selection and manning at theoretical and system level, and puts forward countermeasures and advices to strengthen rural cadres construction in the background of building a new countryside and to settle the difficulties of rural cadre selection and manning.
