Breastfeeding Support Policy Status, Problems And Countermeasures In China

Maternal and infant health concerns the overall health of the whole nation. To strengthen and improve the implementation of the protection policy of breastfeeding and to promote maternal and infant health have much to do with hundreds of millions of family happiness as well as future development of the nation, and have become an important symbol of social fairness and justice. Countries have obligations and responsibilities to let mothers get the most complete, the most correct, the most timely assistance and guidance, to create a good breastfeeding friendly social environment, and to ensure that it is in fully understand how to make infant feeding choice.In recent years, in order to promote breastfeeding, our country has made a lot of effort, including the introduction of a series of support and protection of breastfeeding and the relevant policy, from the Instructions on breastfeeding, maternity leave provisions, Provisions of lactation, breastfeeding rooms set, prohibit milk substitute advertising and other aspects of the relevant provisions. In a certain historical period, it indeed improved China’s breastfeeding rate. But from the point of view of the survey data in recent years, our country’s breastfeeding rate demonstrated a declining trend, specifically, government legislation is not perfect, the executive strength is insufficient, lack of regulation is not in place, breastfeeding public facilities, lack of public awareness of the importance of breastfeeding problems.This study will combine the theory of public goods, public choice theory, and the theory of responsible government, on the basis of literature research, plus successful experience home and abroad. It analyzes the reasons for the related policy implementation situation in Suzhou, through the investigation and study of breastfeeding support; clarify the responsibilities of government in breastfeeding security policy areas, and to promote the implementation of government responsibility. The scientific basis and feasible scheme for government departments to improve breastfeeding security policies: improve the national policy level; strengthen the baby friendly hospital building; to accelerate the baby to create community, supervise policy ensuring female worker welfare rights, take social interaction mode, support and guide social organizations to participate in and to intensify policy propaganda to improve public awareness. Only under such circumstances can we effectively promote the attention of the society to maternal and child health and breastfeeding.
