The Study On The Current Situation Of Implementation And Countermeasure Of College Students Entrepreneurship Policy

With the status of entrepreneurship to social evolution and economic transition beingmore prominent, entrepreneurship has been acknowledged by a panel of experts and scholarsin contribution to fields such as promoting employment, fulfill technological innovation andadvance productivity. Since the1990s in China, relative entrepreneurship contest has beennewly introduced into China, which actuates the development of entrepreneurship education,thus boost the expansion of the entrepreneurship eventually. Chinese entrepreneurship ratehas been elevated dramatically owing to the influence of entrepreneurial culture, howeverthe lower success rate of entrepreneurship hinder the development of itself in the context ofhigher enthusiasm. Moreover, The expansion of enrollment in Chinese higher institution andfinancial crisis in2007lead to the growing number of graduates year by year, the number hasreached6990000until2013coupled with competitive job market. On hr basis of above tworeasons, our government took great efforts to adopt all kinds of policies which includeeducation, financial support, training and service policies of entrepreneurship, in a bid toencourage and lead college students to the autonomous entrepreneurship area, further to aidthem to realize dreams, find jobs and reach the level of technological innovation..Under the concerted force of these policies, the environment of entrepreneurship hasbeen improved significantly, the awareness enhanced greatly, the activity activated drasticallyand the number increased year by year. Meanwhile it promote the regional economicdevelopment, the college entrepreneurship ahs been an indispensible assistant force toboosting social and economic development of our nation. However the system itself has notbeen perfected with much deficiency, the training and financial sourcing of entrepreneurshippolicies I particular. Which constitute an obstacle of college entrepreneurship. What is more,the feeble administrative force of government and ineffective surveillance make it hard tocome onto effect. Which bring about higher entrepreneurship proportion than before but stilllower compared with developed countries, and more lower in the success rate ofentrepreneurship. Most domestic researchers conduct more research in the field ofentrepreneurship policy on the basis of overseas experience, less based on the actual conditionof the formulation and implementation of our entrepreneurship policy. Therefore the research explores, formulates, adjusts, improves our collegeentrepreneurship policies on the actual condition. And keep its freshness in the process ofimplementation. So it can advance autonomous entrepreneurship of college students andexpansion of entrepreneurship in China,. On one hand it can ease the situation of competitivejob market, on the other hand it is conducive to the social stability and economicdevelopment. In the level of theoretical research, systematic research has been conducted onthe problems in the course of formulating and implementing of these policies, which is on thebasis of defining the concepts and essence of entrepreneurship policies. And put forwardcorrespondent suggestion to improving these policies, which create academic values forproviding reference to relevant policy research about college entrepreneurship. Collegeentrepreneurship policies are closely related to our education system. Researching andperfecting and execution of these policies are instrumental to the theoretical research of theeducation institution.Based on the above research context, we embark on this from the angel of theory andpractice of entrepreneurship policies. In theoretical level, we define the concepts ofentrepreneurship policy by systematically combing the research fruit in domestic and overseas,then define the concepts of college entrepreneurship and college entrepreneurship policy inthe end. The research insisted that the entrepreneurship policy is focused on the college group,in an effort to nourish the awareness and activate the drive and lift the competence of collegeentrepreneurship. Thus contribute to the expansion of entrepreneurship. They are policies andmeasures issued by government to encourage and support college entrepreneurship. In thelevel of college entrepreneurship policy research, at first, we retrospect the background ofrelevant policies, and summarize these policies from four aspects, such as education, finance,training and service policy of entrepreneurship.,which improves the environment ofentrepreneurship, and boost college employment and regional economic evolution. However,there exists much shortcoming in education policy, financial policy and administrative force,the major reasons derive from insufficient promotion, imperfect system and tight environment.We conduct the research from four aspects to address the above problem and further better thedevelopment of college entrepreneurship, firstly, enhance the ad effect, secondly, amelioratethe institution, thirdly, perfect the policy of taxation and finance and service, fourthly, putforward feasible advice on perfecting the college entrepreneurship system. We should also enrich the contents of the entrepreneurship research, which do good to improve the modeof policy research. The college entrepreneurship policy is related to the education policy, theresearch of implementation of college entrepreneurship policy is beneficial to the theoreticalresearch of education policy.
