Status, Problem And Countermeasure Research On Social Accountability Operation About Official’s Comeback

Officials comeback is a unique product of China in recent years under the accountability of political, it is derived from the administrative accountability and China’s unique political culture. With more and more accountable officials back exposure,the original administrative accountability system seems flawed. People reckon on the social accountability which achieve good results in other developing countries. Social accountability attached to the part of the administrative accountability system, which belong to allogeneic accountability, and it is to deepen and improve administrative accountability, it pulls in the huge resources of civil rights, news media from the outside of administrative system to implementing the executive powers of supervision. It plays an active role in strengthening the administrative accountability and reducing the frequency of officials abnormal back.This article starts from the concept analysis of social accountability and official comeback, through the questionnaire survey and data processing method,using the theory of people’s sovereignty, power balance theory, principal-agent theory, allograft accountability, analyzing the difficulties and present situation of social accountability on China’s current official comeback systematically. On this basis, putting forward the measures to perfecting social accountability in the operation of our country official comeback.This article considers, social accountability in the operation of officials back is in trouble, expressed as:narrow main body of social accountability; lack of participatory mechanisms for social accountability; imperfect officials back mechanism; social accountability lack of cooperation with the government. In view of this situation, I combined with the concrete practice of the social accountability in officials back, proposing a few more constructive countermeasures:expansing the main body of social accountability; improving the participation of social accountability mechanisms; perfecting the mechanism of officials back; strengthening the accountability of the leading cadres of personnel oversight; strengthening the social forces in collaboration with the government.
