Research On The New Pattern Of Home Employment Of Handicapped People In China

There are about 85 million handicapped people in China. They are part of our country. Due to physical or psychological barriers, the handicapped are in a weak position of the labor market. They are the groups that need the whole society to care and help. Employment is the people’s livelihood. For the handicapped, employment is not only the way to get economic income, but also the channel to fully participate in social life and realize their own rights and the value of life. To solve the problem of employment of the handicapped is fundamental to solve all other problems. With the development of society, employment of handicapped people has made some achievements, but this group is still facing severe employment problems. Since the foundation of our country, the main modes of the handicapped employment are centralized placement employment, in proportion to arrange employment, encourages obtain employment of the handicapped self-employment. The three employment patters play an important role in the promotion of the employment of the disabled. But with the rapid economic and social development, the social environment changes and the three employment patters are facing some problems. The function to solve the employment is gradually weakening. In order to adapt to the development of modern society and promote the employment of people with disabilities,it is necessary to innovate the pattern of employment.The research focuses on the new pattern of home employment of handicapped people in China. The study selects home flexible employment in Sichuan Province and network employment in Harbin as examples, from the employment pattern, project support, training methods, financial support and other aspects of the two patterns to make a systematic exposition of the home employment. On the basis of the comparative study of the two kinds of disabled people’s employment mode, the author summed up the successful experience and the obstacle and problems in practice of home employment. Through the analysis of the advantages and development of home employment, the paper discusses the promotion value of the new pattern of employment. On the basis of home employment further classification, the paper attempts to establish the operating mechanism of home employment. Finally, it summarizes the lessons of home employment of handicapped people, and proposes measures to promote the development of home development from three aspects of country, society and individual. The paper thinks home employment can break the limitation of physical conditions, help the disabled nearest handy in employment, and have very important significances in regaining self-confidence and returning to society. As circumstances permits, some areas can be copied to the employment pattern. And ultimately the pattern can develop to a new model of employment for people with disabilities to be encouraged by the policies and regulations of our country.
