Research On Intergovernmental Cooperation Of Urban Agglomeration

The world’s most economically developed areas is the six largest urban conglomeratio,today,it is the key to the international competition. Urban agglomeration plays the role of agglomeration economies, and in the China’s urbanization procession, it also undertake to promote the urbanization, foster economic innovation incubators and other important responsibilities, the development of urban agglomeration is meaningful. At present, China has formed five national urban conglomeratios headed in the Yangtze River Delta city group, nine regional cities and six regional city group are nurturing. Current city population size, level of development and per capita income levels and other conditions are uneven. The administrative barriers dividing seriously, border environmental damaging, repeated construction, vicious competition and other issues are growing up. It will be the resistance to the further enhance of the level of urban development and building a moderately prosperous society.In the context of socialism with Chinese characteristics, cities cluster’s problem lies in the ability to achieve intergovernmental cooperation within the urban agglomeration. Through cooperation between governments, it will unified planning and strategic positioning within the urban agglomeration and industrial distribution and reducing the negative effects of competition within the city group local governments to avoid duplication, vicious competition and realize cities intergration and provide a good public service platform for the healthy development of urban agglomeration. Firstly, reviewing the definition of urban agglomeration, study in urban agglomeration intergovernmental cooperation, and new regionalism which characteristics are multi subject participation, the introduction of companies, social organizations; subjects between cooperation is equal, flexible, and networking. Secondly, it shows the history and existing problems of the cooperation in Chinese urban agglomeration. The third, learning experience of Urban agglomeration in developed country about the inter governmental cooperation, making an analysis on the history, the cooperation of the government, the advantages and existing problems of the Hangzhou urban economic circle,in the perspective of new regionalism. Finally, build the cooperation model for the government of Chinese urban agglomeration. Basing in the idea of freedom, equality and win-win cooperation; introduction of enterprise and social organizations to increase citizen participation degree. Building the way of macro-meso-micro cooperation, making the development of the overall plan by macro, setting up a Specialized Committee by meso, which specialized on professional issues cooperation, coordination and promote cooperation by micro.Using the law of the city group cooperation to clarify responsibilities and to ensure the the projects be implemented. The introduction of the third party assessment agencies to ensure the feedback of the projects results objectively.
