Challenge And Solution Of Administrative Cooperation In Chengdu-Chongqing Urban Economic Circle

In January 3rd,2020,General Secretary Xi Jinping held the sixth sessions of Central Committee for Financial and Economic and made a very important deployment to promote the construction of Chengdu-Chongqing urban economic circle and to develop high-quality growth point.Therefore,the construction of Chengdu-Chongqing urban economic circle officially became a national strategy.In this context,the cross-region administrative cooperation between Chengdu and Chongqing promoted in wider domain and deeper degree,both quality and quantity.At the same time,the difference situation between Chengdu and Chongqing and the incompletes of cooperation system and supervision system were the main reason of some consequence,for example,administrative cooperation was lack of motivation,administrative cooperation system was not comprehensive,the mode of administrative cooperation was not focused,the cooperation boundary was not clear.Based on the difficulties and challenges of administrative cooperation between Chengdu and Chongqing government,in order to increase the administrative cooperation level and to promote the sustainable and healthy development of Chengdu-Chongqing urban economic circle,this article provides several solutions:improve the administrative cooperation system between Chengdu and Chongqing government(including law and policy system,public finance system,talent exchange system),increase the cooperative level in public service domain(including public services construction and sharing,interconnection of basic facilities,collaborative management of ecological environment protection),strengthen cross-region governance capacity(including strengthen cooperative leadership,clarify the relationship in of multiple subjects in administrative cooperation,change the original view leading by “local interest”),complete the supervision and evaluation system(including formulate reasonable performance evaluation indicators,establish supervision and restriction mechanism).
