The Weakening Of Independence And Publicity:the Dual Dilemma Of The Governance Of Public Affairs In The Community

Through community construction to innovative social governance, and enhance vitality of social development is inevitable requirement of promoting modernization of the grass-roots governance system and capacity. So far, our country has made some achievements in community construction, but in realistic pattern of "strong government—weak society", the reality is still in the stage of "government action leading by country". At this stage, construction of community is facing many problems. Such as community management system is not perfect, community service function is not perfect, community workers quality is not high. However, author thinks that the most difficult problem is governance of community public affairs. Typical survey found that governance of community public affairs has been in trouble, because of the limitation of many factors. This paper tries to study core dilemma of community public affairs governance in our country on leading of the whole perspective of relationship between state and society, From the dual perspective of government independence and social autonomy, and the individual and public of residents, taking empirical materials as support, and government, community and residents into a comprehensive analysis model to explore core dilemma of community public affairs governance in China.Author believes that weakening of community autonomy is a major dilemma in governance of community public affairs. Field investigation found that no matter form point of view of the number of descending public affairs and public accountability from government, or from point of view of undertaking the matters, making account, hanging plaque and signing responsibility book by community, which vividly and profoundly reflect pattern of reality of "strong government independent—weak Community independent". Investigating its reason, it because our community’s community residents committee has a strong characteristic of "national construction", forced into government administrative structure, but only in the bottom layer, so that government can sink public affairs and public responsibility to community, according to their own preferences and interests, meanwhile. Community residents committee has on "forcing" mechanism, or "sinking" power, and ultimately have to choose to accept. weak independence of community, on the one hand, makes government completely break away from community public domain; On the other hand, because of heavy administrative burden and the lack of administrative enforcement power, community residents committee has no time to take care of and forced to idle part of public affairs, which is not conducive to governance of community public affairs.Weakening of residents’ public is another dilemma in governance of community public affairs. Residents are in the process of rapid individualization, publicity has gradually decayed, residents’ indifferent participation is the best evidence at present. Field survey found that level of present community residents’ participation is low, they are more reluctant to participate in or just a "performing participation" or "ritual participation". It because residents are influenced by the process of modern individualization, and the individual has a high degree of autonomy and independence. This often leads to individuals are indifferent to others and collective. In urban communities, it mainly show weak of neighborhood and lack of community participation; On the other hand is due to failure of neighborhood committee to cultivate and stimulate public spirit, Residents lack of participation channels and platforms, Production channel of public spirit silted up. Weakening of residents’ public makes social relations and social behavior are increasingly detached from community field, which is not conducive to governance of community public affairs.This shows that the dual weakening of community autonomy and publicity is core dilemma of governance of community public affairs. This weakening leading to entirety disembeding of three main body of government, community and Community residents committee. The first two body is "full off" or "absent", and the latter can be expressed as "half-off" or "semi-presence". This "disembeding" makes "community is the field of social action and interaction", talked by Saunders, as an ideal, and does not accord with the concept of "nature of community is involvement ". which not only takes governance of community public affairs into dilemma, but also makes the whole community governance and social governance into a bottleneck. Therefore, author believes that " presence of government";" presence of community" and " presence of residents", and the main body of the three mutual construction and deliberative consultation, from a single governance to the overall governance is the way of its crack.
