Research On The Environmental Information Disclosure Of Provincial Governments In Ethnic Areas

Due to the wide range of poverty,irrational use of resources and unilateral pursuit of economic growth,the environmental situation in ethnic minority areas has deteriorated further,and environmental problems have become increasingly prominent.As the top-down governance of provincial-level governments in ethnic areas,the importance of environmental information disclosure is self-evident.In order to analyze the environmental information disclosure of provincial governments in ethnic areas,this paper takes Guizhou,Qinghai,Yunnan,Guangxi Zhuang Autonomous Region,Tibet Autonomous Region,Inner Mongolia Autonomous Region,Ningxia Hui Autonomous Region and Xinjiang Uygur Autonomous Region as examples,mainly use quantitative analysis,based on public trust theory,and information asymmetry theory.The government environmental information has been studied in terms of responsiveness,convenience,legitimacy,platform construction,system norms,monitoring information release and so on.The environmental information of the eight provinces and autonomous regions is in the stage of development and perfection.In the field of application for disclosure,the eight provincial and district governments of ethnic minorities are not clear about the scope of environmental information not to be disclosed.The public has a single channel to apply for the disclosure of environmental information,and the qualification of applicants is limited by the government's environmental protection departments.In the field of the active disclosure,the responsibility main body active public consciousness weak,the national eight provinces government environmental protection department for local environmental information public legal norms for lack of attention,although the provinces are in the process of gradual environmental information publicly,but some provinces and regions in the completeness of public program,open content and open way on normative diversity remains to be improved.The study found that the environmental information of provincial-level government in ethnic areas is insufficient in response to public application,the application of public pages is unreasonable,and it is not open and non-standard.At the active disclosure level,there is a single way of information disclosure,local regulations are incomplete,and institutional settings are not Reasonable and other issues.This article through to the above problems,to explore the reason and combined with the particularity of the ethnic minority areas of eight provinces put forward national government environmental information public,think we should broaden the application path,the information to apply for clearance,clear not exposed as an exception,optimize the environment information of active disclosure quality,changing environment information disclosure mechanism,strengthen the supervision of pollution environmental information disclosure is optimized.
