The Research Of Deputy Candidate System In The Grassroots People’s Congress Election

The people’s congress system is China’s fundamental political system, and the grassroots people’s congress system is more democratic. This article studies the system of the candidate nomination of the grassroots people’s congress election. Considering the previous research of the nomination system of the grassroots election which lacking systematic and integrated study. This paper studies the problem of the system of candidate nomination by studying the relevant laws and regulations, at the same time, combining with practice. This article is divided into three parts, and talking about the problems existing in the system for nominating candidate.The first part:the overview of the paper. Expounding relevant theories about the candidate nomination system in the grassroots people’s congress election.Specific include:the. grassroots people’s congress election and nomination of deputy candidate; the main body and way of the nomination of deputy candidate; was nominated candidates; confirm official deputy candidates, as well as supervision of the nomination process.The second part:the problems existing in the system for nomination of deputy candidate.Discussing the existing problems and reasons in legislation and practice from four aspects. Mainly includes:voters’nomination is limited; the problems of nominated candidates; determining formal deputy candidates in the process of the nomination is lack of perfect system design and the lack of specialized supervision system.The third part:This part mainly find the perfect proposal to solve the problems, also is the focus of this article. For voters, can take to cultivate citizen’s political consciousness, make the proportion of nominated candidates. For candidates, we can clear law regarding the qualifications of candidates, and cancel deputy structure of the scale to solve. The law about determination of formal deputy candidate, "to discuss,negotiate" process and process, in the aspect of programmed there are defects in the legislation, therefore, to perfect this two procedures is the top priority.At the same time, as a democratic way to determine the formal candidate, pr-selection program should be as a necessary procedure. For the supervision of the nomination process, we should pay attention to legislation and enforcement to improve. Specific measure is to formulate special law and set up special supervision institutions, establish an effective supervision mechanism.
