Deliberative Democracy From The Perspective Of The Modernization Of National Governance

In recent years, the domestic researches on deliberative democracy continue to heat up, not only the hot topics are gradually increasing, but also the perspectives of the researches are widen and deepen step by step and then become more multidimensional. The paper will choose such a dimension:it reflects on the construction of deliberative democracy in the context of modernization of national governance, and explores and studies deliberative democratic construction under the framework of the propulsion modernization of national governance. Why does the paper choose this research angle of view? The main reasons come from the following two aspects:the first one is that the paper wants to make clear the question of why we should build and how to build deliberative democracy is one of the significant theoretical and the practical problems, which can promote the modernization of national governance of our country and achieve the overall goals of deepening the reform, must be solved in the present stage. The second is that although the studies on why and how to construct deliberative democracy in the context of the modernization of national governance have made some preliminary achievements in the academia, some deep-seated problems need to be further explored. This thesis discusses the following problems, including four aspects:The first part outlines the basic theory of deliberative democracy. This is the basic part of the thesis, and the aim is to summarize and explain the relationship between deliberative democracy construction and the promotion of the modernization of national governance which serves as a theoretical foundation of the thesis. In this part, the paper hackles and summarizes systematically the connotation, basic characteristics, theoretical source, background and practical foundation of deliberative democracy, clarifies the differences and boundaries between the socialist deliberative democracy and deliberative democracy in the west, and elucidates the inevitability of the formation and development of the deliberative democracy in China, revealing the essential characteristics and distinctive features of deliberative democracy of socialism with Chinese characteristics.The second part mainly deals with the discussions and analyses of the role which the deliberative democracy plays in the modernization of national governance. This is the key and difficult part of the paper writing, in which the following problems will be solved:from the perspective of strengthening the construction of deliberative democracy and promoting the modernization of national governance, the paper explores the issue of why construct as well as how to build deliberative democracy. Therefore the key and difficult point of this part is:how to highlight the vision of the modernization of national governance? What are the differences of the deliberative democracy studies from this version and other perspectives? How to scientifically grasp the orientation of deliberative democracy construction in the process of promoting the modernization of national governance, and then correctly play the role and function of deliberative democracy in promoting the modernization of national governance? In response to the discussion above, the author of the paper attempts to write his own research and thinking in this part.The third part summarizes systematically the basic experience of deliberative democracy construction and the problems to be solved. This part is the transition section, and the main content of it is the summary and reflection of success and failure of the historical experience and lessons of deliberative democracy construction, hoping to summarize the basic experience of deliberative democracy and gain new theoretical sublimation. This part reflects on the problems of deliberative democracy construction, at the same time, finds new ideas and new thinking to strengthen democracy construction in new period.The fourth part discusses and explores the countermeasures of the construction of deliberative democracy in the perspective of the modernization of national governance. The paper embeds the deliberative democracy construction in the historical process of governance modernization, and conducts countermeasures research on some prominent problems which exist in the construction of deliberative democracy, involving mechanisms construction and forms innovation of deliberative democracy, culture cultivation of deliberative democracy, how to make the construction of deliberative democracy from theory to practice and many other aspects. This is the basic goal which the paper writing makes an attempt to achieve.
