A Study Of Promoting The Construction Of Grassroots Deliberative Democracy From The Perspective Of Governance Modernization

Since the 18 th National Congress of the Communist Party of China(CPC),comprehensively promoting the construction of grassroots deliberative democracy has become an important way to promote scientific and democratic decision-making,expand citizens' orderly political participation,and promote the modernization of national governance system and governance capacity.Grassroots deliberative democracy and governance modernization are closely connected.Strengthening the construction of grassroots deliberative democracy can help to enhance the breadth and depth of citizens' participation in governance,create a stable social environment for governance,and enhance the effectiveness of governance.Modernization of governance can broaden the space for grassroots deliberative democracy,dredging the channels for consultation,and providing institutional guarantee.They interact and promote each other.At the same time,grassroots deliberative democracy has a long tradition and profound practice foundation in China,and has its own unique logic of formation,which provides favorable conditions for exploring and developing the road of socialist deliberative democracy adapted to China's national conditions.To promote the construction of grassroots deliberative democracy in an all-round way is the need to safeguard the interests of the people and to realize the modernization of governance.In recent years,although the development of grassroots deliberative democracy has made encouraging achievements,it is still at the stage of research and exploration,and there are many inevitable problems as well.Taking Y community in J city as an example,this paper investigates and studies the current situation of grassroots deliberative democracy operation by means of field investigation,questionnaire survey and interview.Through empirical analysis and micro-consideration,this paper analyses the achievements and problems of Y community in J city in the operation of grassroots deliberative democracy.These problems are mainly manifested in the weakness of residents' participation consciousness,inadequate deliberation ability,insufficient deliberation form and system design,The execution of the system needs to be improved,the consultation not implementation in place,imperfect supervision mechanism and the difficulties of the neighborhood committee itself,which objectively restrict the development of grassroots consultative democracy.In view of these problems,this paper puts forward some countermeasures to strengthen the construction of deliberative democracy in urban communities in the process of governance modernization.First,we should enhance the sense of community collective identity and create a good atmosphere for consultation.Secondly,we should cultivate the subject of consultation and enhance the negotiation ability.Thirdly,we should enrich the forms of consultation and open the channels of consultation and deliberation.Fourthly,we should formulate scientific rules of procedure and improve the level of institutionalization.Fifth,we should improve the mechanism of supervision and feedback to enhance the efficiency of the implementation of the consultation results.Sixth,we should straighten out the relationship between the government and the community and build an interactive and supportive environment.In a word,grassroots deliberative democracy is still in the initial stage of exploration in China.It needs the cooperation of the Party and the government,society and citizens to better promote the development of grassroots deliberative democracy and realize the modernization of governance.
