Research On The Extensive Multi-layer Institutionalization Of Deliberative Democracy In The Context Of The Modernization Of The National Governance System And Governance Capacity

During the third plenary session of the 18 th CPC National Congress, it is clearly pointed out that the general goal of deepening the reform is to promoting the modernization of national governance system and capacity, which plays a significant role in the China's socialist modernization. In the 18 th CPC National Congress report, it also notes that socialist consultative democracy is an important form of our people's democracy, and the democracy system should be improved and developed into an extensive, multi-layers and institutionalized form. The political course provides a direction of democracy of China. Throughout the status of the democracy of China, there are many forms of consultative democracy in our political system, but still have many problems. Therefore, the purpose of the article is to researching the conjunction of the modernization of national governance system and capacity and the Consultative Democracy on the basis of the analysis of the problems of the Consultative Democracy. It tried to establish the extensive multi-institutional development of China's Consultative Democracy in the context of the modernization of national governance system and capacity. The purpose is to developing the democracy of China and promoting the overall objective of the Comprehensively deepen reforms.
