The Study On Improvement Of Law Enforcement Pattern In Nanshan District Shenzhen City Institute Of Health Inspection

End of the twentieth century, along with our country’s development and progress, the health and epidemic prevention system under the Soviet union mode since the founding improved comprehensively that the original anti- epidemic agencies generally divided into independent of institution of disease prevention and control, health inspection and law enforcement agencies, chronic disease prevention and control institutions, etc. health inspection and law enforcement agencies were one of the important departments to ensure the safety of people’s lives and health which had the principle of prevention first and implement the relevant state laws and regulations to carry out supervision and law enforcement to the relevant units. Since 2000, the health supervision institutions had sprung up all over the country and basic implementation based on the professional division of professional health supervision law enforcement model, namely, to establish in the five health points on the basis of professional law enforcement model which were epidemic, occupational health, food hygiene, sanitation and school health.Due to various reasons, however, health supervision and improve development still exist some objective problems, such as insufficient human resources ration as the primary problem restricting the development of health supervision business,especially for the health inspection institutions at the grassroots level which is a direct relationship between the people’s life and health of health supervision of peripheral nerve, the insufficient human resources ration lead to problems as incomplete growing, such as health supervision coverage being not comprehensive,jurisdiction health security hidden trouble clearing. In the case of difficult to solve the problem of objective, exploring new law enforcement pattern to help grassroots health supervision institutions increase the efficiency of the supervision and law enforcement is imperative. As a typical representative of the grassroots health supervision agency, Nanshan District Shenzhen City Institute of Health Inspection was taken for example to analyze the problems existing in the process of supervision and law enforcement work that had used the comparative analysis and other methods to compare professional law enforcement mode and comprehensive law enforcement mode. Finally, based on the practice of improvement of the institute’s law enforcement mode, the effectiveness and the abuse of the improvement of law enforcement mode were analyzed.
